After uninstalling a recent version of jEdit (4.2pre?),
I was told I should restart. I selected No. After
this, the Add/Remove Programs window would not close.
It turned out that for some reason the MSHTML component
in the Add/Remove Programs window was unresponsive.
Killing the "mshta" process closed the window.
